The CLC produced its original version of a National Pollution Prevention Strategy in February of 1992. At this time, Pollution was an emerging issue and its connexions with the work environment were not well understood, The result that this document did not always reflect the most progressive thinking on Pollution Prevention; in particular it did not sufficiently distinguish a Pollution Prevention Programme from traditional emission control measures.
