At the June 2005 CLC Convention, delegates passed a resolution calling on the Congress to establish a task force on power generation to develop a comprehensive policy on the role of coal-generated and nuclear power in Canada's energy future.
The Task Force will need to consider the impact of all power generation technologies on Canada's current and future energy needs, the role of conservation and identify potential legislative initiatives.
Specifically, the Task Force should:
- Examine the current state of Canada's energy needs and supply, what the current energy demands are and what forms of power generation are being used to meet those demands.
- The Task Force should examine the existing mix of public and private financing, ownership and operation of facilities and transmission infrastructure.
- Examine predicted future energy needs and how they will be met, existing opinion on the appropriate role for different forms of power (coal, nuclear, hydro, wind, solar, gas, etc.), role of conservation and non-traditional approaches such as co-generation facilities and methane gas power.
- Examine the impact of changes in power generation on the environment and Canada's commitment to reduce greenhouse gas emissions.
The Task Force report would not change our existing policy on Energy, issued in 2003, but augment it to deal with power generation issues.
